Of course, you can always cut round holes anywhere on the inside boxed wall of the frame rail for access to bolts, fuel and brake lines, wiring, etc. without compromising the strength in the slightest. On a 6" tall frame rail, cut 4" holes, 4" rail cut 2 1/2" holes, etc.
