welding dilema

I have this area at the lower r/h cowel area, where the flange for the cowel meets the flange for the firewall bulkhead. There is rust in between the flanges. I've cleaned the rust out the best I can, and plan on squirting some metal prep in there, then rewelding the plug welds. My question is will the phosphotized (?) coating hold up to the heat, or should I squirt some weld through cold galvanizing compound in there, or what? What do you pros do?

you can buy weld through primer from www.eastwoodco.com

Their cold galvanizing compound can be welded through also... it might be the same as what you're talking about... It can be found under the "rust prevention" header.
