Wet Sanding
I am planning on painting the hood of my car. I was told by someone that I needed to wet sand my hood before I paint it. Would something like this work?

That will work, but IMHO it's not needed. All you need is a flat sanding board/block and a spray bottle of water, or you can just drape a slowly running water hose over your work.
