wet sanding and painting techniques

I s there anyone currently working on a 1982-1984 Olds cutless supreme? If so I would like to know how to prepare the non metal surfaces for painting. especially the plastic above the front and rear bumpers. Should I use a 320 grit paper or a finer paper to rough up the surface for primer?
Thanks to all for your support

I sprayed plastics even tough it was not on a Cutlass.
I think (your picture ain't helping )you are talking about that soft pliable plastic right?
what I did was wetsanded it untill smooth with 600 then sprayed a few coats of primer with flex additive base coated and cleared with the flex agent again now I can twist and bend those parts whithout the paint flakking off.
