I have no doubt that someone may have used that tool for its intended purpose - but for all intent, it's on a Ford flathead as you install the valve, spring, retainer and keepers in each guide on the bench then install the assembly in the block to be held in place by a 'retainer'.
Other flathead engines such as the Chrysler, Studebaker or Nash products, for sure it would be used as the valve assemblies were assembled in the block and often through an access cover in a fender well with very little hand room.
