What is the best way to deal with this old flaking paint?

You can see in the photos how the paint is crusty. It's the original paint I think. This car is a 79. On the hood I began the process of stripping it off. I also have some patch panels where there is bare metal. I'm thinking the best thing is to apply some epoxy primer over the metal.

The only option you have IMHO is to continue to strip the old paint, then clean thoroughly and apply a quality epoxy primer like SPI.

anything 80's has garbage for paint. no way to paint over oem from back then. strip it and epoxy it.

It's a lot of work but I just can't take a chance on having future issues after painting over old paint. My last project was a major disappointment when after only 6 months the paint started to flake off. It had several layers of paint underneath. Because of the size of the vehicle the thought of stripping it was daunting. This car, however is small. Going to just do it.
