Yep, Epoxy is a good plan.

After the frame is sandblasted wipe it down with metal prep, It will stay rust free for a year indoors. The prep will get the rust the blaster didnt get . Do your repairs then prime and paint you will get much better adheson if you top coat within the primers window. use a prep that contains zinc avaible from numerous suppliers in this hobby

Epoxy primer is my plan..use the right one and you will need to do nothing else..

Since you mentioned having to do work on the frame before you can paint it, I think the metal prep route is the way to go. If you epoxy now, then have to weld something on the frame, you will have to grind some of the epoxy off. When you have finished all your modifications, then definitely epoxy the frame.

Two coats of epoxy primer. five coats of color. 2 coats of clear all PPG will do 500 hours of salt spray if its scratched it will rust beyond the scratch 2 coats or Mastecoat one coat of Ag111 does 14000 of salt spray and wont rust beyond the scratch
