Things may have changed from when the show was here in Oakland. There were Roadsters only in the "Altered street roadster" class which is the class that "America's Most Beautiful Roadster" is.
In the 65 (?) year history there were a Phaeton or Touring as I remember, slipped in. But they were all open cars and all side windowless. A couple were home builts that weren't "Roadsters" at all. But nothing ever with a steel top has ever won.
