I would agree with DBM as far as priorities go. Also, you can do a lot of shaping with an inexpensive planishing hammer. If you can afford a deeper throated shrinker it is good. The English Wheel, Planishing hammer, And shot bag will all stretch the metal but shrinking is a real challenge. If you over stretch a panel, the only way to shrink it is to raise the rest of the panel to "lower" the high spot. Shrinking is always the big challenge without a power hammer and who of us can afford that.
