Use Naval Jelly, then wire wheel on a drill over and over until all the rust is gone from deep down in the pits. It could many iterations, be patient.
Then, poke a scratch awl into the pitted areas to make sure there are no pin holes. If there are, weld them up with a mig welder and grind smooth.
Next, sand the area with 80 grit and cover everything with 2 coats of epoxy primer.
