If it were me I would have the entire car stipped, that way you have a solid idea of what you are facing. It is far easier to form a plan of action when you have a good understanding of the job ahead.

I agree with 302/z28, strip it and see what you have. If you have a dry shop to work in, you can probably wait to epoxy until all your metal work is done. Maybe someone familiar with your climate can tell you if surface rust on naked metal is problem in your area.

yeah i agree...bare metal...then go at it. My car has been sitting in my garage with bare metal for months and not one spec of surface rust here in California.
