Does anyone know where this green tube goes (red circle)? I'm pretty sure it goes on the airhorn somewhere...
It's not for the accelerator pump.
Is there more than 1 of these pieces??
Look under the secondary air valve- there should be two identical (one per side) secondary discharge tubes pressed into the air horn.
Most larger diameter tubes that are used for vacuum will have an enlarged section to retain the vacuum hose- but not always. The baseplate can have as many as 5 vacuum ports, the body can have several, the airhorn usually has vertical vent tubes (larger diameter than what yours looks like) and possibly another vent straight out the back secondary side of the carb, pointing at the firewall.
Some Q-jets have a tube that's inserted right next to the primary air bleed- but you usually don't see this on electric Q-jets.

This may be a late post , but that is the pinhole for the TPS plunger extension .Sometimes new ones come in the kit.The accel pump pushes down on it and the accel pump at the same time.It will be a smooth green little pin about 3/16ths inch diam about half inch long.
