What are the recommended steps for refinishing a bumper?

I've got a used urethane bumper cover that I want to paint to match my car. It has the factory finish on it, but there are numerous small scratches, a couple of shallow dings and the clear coat has eroded away in places. I would like some opinions on what materials, grits and processes would be recommended. In the past I've completely stripped parts down to the plastic and then primed, wet sanded and sprayed, but I'm won dering if that's overkill. I'm planning on spraying Chomabase and Chromaclear sonce I already have all the materials on hand. Also, I need to repair the mounting brackets. The metal parts have sheared off at the bumper tabs. I was thinking of using duramix 4040, but would like opinions there as well. I realize that most would just replace the cover with new, but this is a limited production model and the new OEM part is out of my budget.

sounds like you did it right the first time, Over kill is good, do it once do it right

SEM makes some fillers that work on plastic bumpers. You need to know for sure the type of plastic, and use the appropriate product.
My understanding is that thicker paint and primer builds are more prone to cracking if flexed, my suggestion is to sand down base material, or close to it.
