What spec.to set front end.
I just bought a Pro Street 1983 Chevy S-10 full tube chassis. It has 4-link rear with coil overs and MustangII front suspension with rack and pinion. It does not drive very well on the highway.
What should the front end spec.be on this set up?

Anywhere from 0 to 1/8" toe-in on each side will get you started.

Agree with everything so far, also try to get camber as close to 0 degrees as possible maybe just a bit negative camber with a little positive toe-in.
