What's this for?

I have this blocked off on my engine, I was wondering if oil would come out or what if I ran it so I made a gasket for it and a cover plate. Is it necessary for me to have this covered? What's it for?

that right there looks to me like a freeze plug. I just went out and looked. has 2 threaded holes diagonal of it right? 1 on each side.
