i usually have to do this alot for the sportbike guys. you can sand it off and that is really probably the best way but it is alot of work getting it off and resurfacing. i usually spray them with adhesion promoter then 2k. dont bother with the flex additive. its a marketing gimmick that doesn't really work. if you have a good high build primer then 3-4 coats should take care of most textured plastics. you could swap out the 2k for an epoxy but you'll need more coats....usually. epoxy stays flexible forever and you usually dont have as many shrinkage issues with it. your call, either way will work
