That is called the "center block", it locates the spider gear pinion shafts and also contains the preload springs for the clutch pack....it's supposed to be there.
You can't see the bolck in your picture, but ericnova got it right. Your Traction Lock differential has one long cross shaft and two short ones. The block holds them all in place, and as ericnova said, the preload springs for the clutches are also in this block.
