I think he means covering up the exhaust half way. I just tried it and it works. You cover the inner part of the exhaust. Now I should be able to run it on hi speed without the internal thermal breaker going out. I see a sheetmetal project for tomorrow.

You can do either way. Intake or exaust. Most do the intake so's not to block the "wind" coming out.
The belt drive's usually are not a problem as the belt drive add's the needed load for the motor but almost all direct drive blowers need some form of restriction.
