Will this Ford 9" spin both tires?

I just bought a 3rd. member that does not look like a locker or a trac-loc but when you stick the axles in it and turn them they both go the same way but when you hold one of them to keep it from turning the other will turn with a little resistance the guy says it will light up both tires what do you think?I have heard you could put washers or shims somewhere on the spider gears to make it a posi.

One trick is to place .030" shims behind the axle spider gears. All this does is reduce the clearances in the spider gears which for a short time will operate somewhat like a tack-lok. This is short lived however as it also accelerates wear on the spiders and they soon wear out. If when you look at the carrier assembly and you cannot see that it splits apart, it is not a Ford Traction-Lok.
