Even full length headers probably dont extend below the frame rails.....

It shouldl pass smog if all the emission stuff is left intact....cat, sensors etc.

I have seen folks who sell headers especially designed for lowered trucks ... in some of the truck magazines ... I believe Edelbrock does ...

If it has it, there will be a tube connected to the existing manifold runners near the connection at the head on both sides. It is connected to a pump that introduces fresh air into the exhaust to dilute the emissions.
A shorty or mid length set will be his best bet.

I would bet a full length set will extend below the frame with most brands. I know Flowtech's on a 88-98 Chevy Pick-up do as do a couple of other brands. The collector on the driver's side in particular seems to be prone to get banged up with a dropped truck.Shorty headers are one heck of a lot easier to put in so I'd bear that in mind also.
