I am having issues with my wiper motor. After removing the wiper switch when I turn to accessory my wipers start working even though there is no switch attached. this is on my 69 firebird
GM wiper motors are wired 'hot' and are powered on at all times when the key is in ACC or ON. There is a little cam and switch inside the wiper transmission that is opened to turn the motor off & park the wipers at the bottom of the windshield. You will need to remove the wiper motor from the firewall and check that little switch. Keep in mind when working on it that the ground is through the wiper case so it won't work just laying out plugged in (or it may throw sparks as it tries to find ground).
Mine Nova is slightly different from your Firebird (GM changed wiper motors in '74) but should be close. I have pics of me fixing the wiper motor on my Nova at my site: http://www.emildavis.info/NovaPage2.php
on the plug coming from the switch to the motor there is a blu/blk wire/ white/blu and blk wire is the black wire a ground ? I believe the other wires are hot
I wouldn't worry about the dash switch. The issue is with the motor itself. Remove it from the firewall and check the breaker point/cam assemble for function.
Keep in mind the wiper switch switches GROUND not power. The wiper motor always has +12V, to turn the wipers on the wiper switch provides a ground.
In your case, the park function of the wiper motor is not working (the breaker point/cam).
To make it easier I've attached a 1974 wiper diagram, which is the same as 1969.
