A few notes that may just thrill you to death!
Bleeding occurs with all colors but only certain colors show it.
If the spots are minor and usually the top surfaces show the bleeds first, if the car gets enough sunlight they will eventually bleed there way out and disappear. When? Who can say I have seen in southern areas where minor ones will be gone in two months and some may never go away.
If you were to fix now the only sure way that they will not come back is sand the primer off to the filler, let raw filler set in sun for a day and then start the primer process. If you have an infrared you can skip the sun day. A medium wave run for 90 minutes or a short wave run for 30 minutes then go to primer.
If you decide that your primer is OK like you stated and scuff the paint and redo, without epoxy you have a 70% chance they will come back, with a coat of epoxy as a sealer, your chances go to the 50% range of coming back.
Regular 2K sealer has no effect as far as holding down the bleed.
