the pistons that operate the power enrichment are probably stuck or the metering rods are not in the correct place in the carb.

check fuel pressure, if you`ve covered your bases on everything else and you know the carbs right, if you haven`t checked fuel pressure is the next logical step, I ran into this problem like yours with a stock pump, 14 PSI fuel pressure at idle due to a bad cam fuel pump lobe.

Any reversion over the carb when this happens?, reversion is a kind of fog that gets ejected when there is alot of overlap in the cam and the engine is loaded heavily at low rpm. What happens is the fuel air mixture ends up going through the carb more than once enriching it each time leading to a very rich mixture.

What do your plugs look like?

there is none of the revision,,i just figured out i did have timing problem and fixed that but it only helped a little above idle,,im not sure if the carb is right on though,,on the pass side mix screw it has one spot in the adj. where it wont bog the motor and the dr. side screw can be moved a good bit,,common sence tells me that my problem is in the carb but i have had fellers tell me eddy carbs are like that,,oh yeh put a regulator on it just for kicks im runnin 5lb of pressure,,any other ideas,,thanks
