Parts you're asking about are probably made of polyurethane and most modern primer-surfacers are OK to use. Find one that lists PUR under suitable substrates in it's technical data. Catalyzed urethane primers like body shops use are probably sufficiently flexible for your parts without flex additive, and use of a spray on adhesion promoter is currently a popular procedure. 3M makes one that seems to help with any plastic and primer. As always, research products you are considering by visiting their manufacturers' website's technical info. But it can't hurt to go where you plan to buy from and ask what is popular first.

One other thing, as far as cracks on flexible body parts go.....you have to completely sand away the cracked top coat and any layers of primer, clear down to the original plastic surface, or the cracks will quickly return right through the new finish.

Cracks in the old paint usually indicate many paint jobs if they are everywhere and that old paint needs to come of or the cracks will show back up in 6 mo to a year. You can strip the paint off OR get new bumper covers which ever is cheapest. Either way you go the only primer I would use is SPI's epoxy primer its more flexible than all the others I've used.
sand one of the cracks down to the plastic to see if the cracks are actually in the plastic before you make a decision if I remember correctly those had some bad plastic and did that. You may have to get new ones anyway. A quick call to SPI will get you simple procedures for prepping new or old plastic with their epoxy primer.
