Engine won't rev to 4K

Guys; I fell into a '70 corvette on motor #2, a 350 (circa '79-'80) with a Holly 750 4bbl and an Eidelbrock intake manifold. I have no idea what else has been monkeyed with. The motor has good low end power, but shuts down as you approach 4000 rpms. It shows good oil pressure (borderline high really) and runs fine until you push it. Ideas?

Valvesprings are toast, and possible cam lobes starting to wear away.

How good is ignition??

Fuel pump not able to keep up, or fuel filter plugging up/ line restrction.

Does it have a rev limiter or a "Valet Deterrent" installed?

The 79-80 vette engine stops making power at 4,000 RPM. I bought my car with rebuilt engine an it made 205 horse power at the wheels after I fully tuned it. The engine was finished at 4500 rpm,,,,I had headers, teeny cam, holley street dominator intake, tricked out 650 double pumper with 850 base plate
