Wrinkles? I don't know what that is, can you post
a picture? Sounds like lifting to me but really not sure.

Sounds like something is incompatible with each other.
What brand paint are you using for basecoat?
I would first look at what ever you are using to reduce your product,
What do you use to thin, lacquer thinner, reducer?
Are you sure it's good?
I have had some issues like that when putting base on over primer
when putting the first coat on to heavy in cooler weather with
to much reducer.

Not fully understanding. It was painted and for some reason needed to be repainted and now it's lifting or it lifted the first time out? Some clears need some extended cure times before recoating with anything or they will bust up. 48hrs might not be enough some I have used recommend 72 hrs. Overall/multi panel clears are slower and you didn't say if baked. I'm not familliar with the Usc clears or valspar basecoats. Some basecoats are extremely temperamental if they are not cleared within the time window and will wrinkle or it's a straight up compatability issue. Not all reducers are created equally, and you're not putting some wonky basecoat reducer in the clear? Does the usc clear actually call for a reducer? Just asking, throwing stuff out to think about.

Something is not playing well together and you're using products from multiple sources. 2k Primer is usually pretty stable, but it's better to get the sealer, base, clearcoat, and the associated reducers and activators from one label. Mixing and matching sometimes works and sometimes doesn't. Not worth saving a couple bucks to have issues.

Also add, an old previously opened can of activator can really wreak havoc. Anything more then a couple months old can be a problem. Do the wrinkles happen where you break through sanding as would a basecoat without activator?

That's backwards! You need to slow it down in hot weather and speed it up
in cold weather.

Some store clerks have been painters and some haven't so him assuring you doesn't mean a whole lot and he doesn't have to deal with the mess and surely won't cover any materials on the screw ups. Activators have a shelf life even unopened and paint stores have a habit of pushing dead materials to get them off the shelf for fresh product the same as ebay. Even the big name paint companies have been known to put out a bad batch requiring you to toss the stuff and get fresh.
