If its a holley 1850 or 80457 and is the 600cfm vacuum secondary then it comes stock with a 65 primary jet and that is the carb I have used for many years on my mild 350 small block chevy builds and has never let me down even compared to more expensive knock off holley carbs. As far as what jets are good for mileage a lot depends on your engine combo along with what type of transmission and rear gearing etc. On my holley I run 66 primary jets for what gives me good mileage but that is one step richer then stock. Usually if the carb is tuned right for your engine combo usually you might go no more then 4 sizes bigger or smaller then what holley has it at stock settings. Basically you have to see what your engine wants.
