Lace design painted toolbox

Hey fellas, im painting a toolbox (mechanics toolbox like snap on etc) for the missus and want to do a lace paint job.
Any advice on how to prep the toolbox for paint.... its currently black (powdercoated ?) and I want to layer a purple lace pattern over the top. Any help would be much appreciated. Cheers

Powder coat is basically a plastic coating. So, yes, it can be painted. Clean it good, scuff it good, and put on a primer made for plastic - epoxy would work fine too - so you have good adhesion. Then paint away.
