If I understand this correctly epoxy mix ratios are critical since proper curing depends on having the right mix and too little or too much will prevent it from setting properly, applying another coat of properly mixed epoxy will only result in a solid coat over a poorly cured coat. Since the paint durability depends on having a solid foundation all the way to the metal you are running the risk of losing everything you put into this job if you try to apply the final coats over this improperly cured base. Epoxy is completely different than Polyester which can be mixed with varying amounts of activator to control the cure rate and adding too much activator to epoxy can cause serious problems.
