|chasracer||Have you looked at the regulator or replaced it? Sounds like the points in it are either dirty or broken. I bring this up since you did not mention that this was an internal regulator alternator. If it is and the car has not been rewired correctly, it will never work. You will find the regulator on the radiator side panel - I think on this year it would be driver's side - next to the horn relay. All replacement regulators are now electronic however they plug into the harness and provide the same function.|

A couple of things I would check:
You have already verified there is no parasitic draw.
Is your alternator properly grounded? Take a 10 gauge wire from your alternator case to your negative terminal. You cannot always count on the bracket to ground it.
What kind of shape are your battery cables and alternator wires in? Corroded ground cables will limit the voltage you see even with more grounds installed between the body and engine. A quick and dirty check is to measure voltage (with the car running) between the alternator stud and at the battery post. If they are more that 0.2 volts off you probably have a cable issue.

What alternator are you using? Part # and or pictures would help, and of the alternator wiring too.
Ignition key on, do you have 12v+ at the field wire connection(exciter wire)??

64 impala wont charge
I have a 64 Impala and the battery keeps going dead. I have had the car for 3 years and its always been a problem since I bought it. I put in a new interstate battery and have changed the alternator 3 times. I have changed and cleaned connections and even added grounds. I cannot get 14.2 volts anywhere from my alternator. I have checked parasitic draw and their is none. For some reason, the alternator just cant seem to charge the battery. I finally gave up and took it to my guys at the garage. They cant figure it out. The system seems simple enough, but we are at a loss.
Any suggestions or help will be greatly appreciated!!!!
