Painting bumper valances

My big Buick has slightly faded front and rear bumper valances. These are some kind of relatively hard rubber I think.

How are these refinished?

If they are to be body colored then an adhesion promoter such as Bulldog is used to prep the part before painting.. If they are the black rubbery kind like some cars use as air dams then a rubber dressing is used..

Kinda vague but that is what I know

They are spray painted just like the rest of the vehicle. Any body shop can do it for you.
If you have the equipment to do it yourself then just scuff with 800 grit on a 3M soft pad and spray to match. Keep it clean and, if you are spraying over the original base, you do not need adhesion promoter.
