I would investigate swapping an LS-3 into the car if its legal?Its a newer design and makes 420 plus hp and its clean. Again,Im in Canada,,,
maybe old bogie or techinspector or painted jester know the rules for Ca?
or someone else from the area?

I found the California government page on engine changes. Not sure by their wording if a newer engine is legal or not.

It is legal to put in any NEWER model year engine into any vehicle as long as you retain that specific motors emissions equipment and use CARB parts. You cannot go back in years. That is my understanding on it. You could swap in a ls1 and be good to go

You could just move to a state that doesn't do emissions testing and run around with open headers everyday like i do
