Yes it is a 400 balancer.
Sounds like this is not a new problem so I will make it work. The damper has degree markings so all I really need is the ability to see the damper markings when aligned with the "0" mark on the indicator.
If the damper is degreed you need only to make (or buy) a rigid pointer attached to the front of the engine. Align it to the damper TDC line w/cylinder #1 at TDC on compression stroke and you're set.
