Strip primer on new fender or nor

I bought cheap new front fenders for my 01 Grand Cherokee. One fit like a glove, the other one can't be bent poked stretched etc enough to make it fit so I used a piece of it to cut out and replace the rusted part above the wheel. On the new fender that fit, should I remove the cheap primer on it or just spray SPI epoxy primer over top of it.

Thanks for the help

Realistically it's an "Ecoat" and will hold up pretty well. Do a lacquer thinner rag rub test and see if anything comes off on the rag. That is usually a damn good sign.
