Ok so the hole in the frame is fixed now.
Pic 1 shows the patch welded in
Pic 2 shows the welds ground down
Pic 3 is the shock mount back in place with no big hole behind it or an extra bar steel on the back side.
I didn't clean up the backside welds I left them. I am making a daily driver and not a show truck and no one will ever see that part of the frame once the spare is mounted.
