The new piece is tucked under the old, kinda like shingles so water from above keeps dropping down into the trough formed at the bottom, directing it into the rocker panel. That is, whatever gets past the two drain holes.
Hit the inside with primer and paint and made a cover to weld on.
The gaps were there intentionally as I could not get a dolly in behind. If the patch was tight, the two pieces would start to overlap each other. Then the tedious task of trying to grind the edge of the one that's in front of the other one until it fits inside. This way, just keep tacking without issue.
It does make for a lumpy weld though.
