700r4 delay between shifts

hi all, i have read and searched and it seems that these 700r4's can have an infinate number of different problems. Im thinking mine might be about toast. it has about 130k on it. the trans and engine are out of a 1988 gmc c1500 2wd. i completely rebuilt the engine, but the tranny was neglected a bit and only recieved a 2400tc, transgo shift improver kit, and a complete flush. i have a b&m mega shifter(which i cant seem to dial in perfect-either doesnt do first if adjusted one way or doesnt go into park if adjusted other way...but thats not my problem, not one i care about right now anyways) My problem is a bad delay between 2-3 at WOT...it seems like it just doesnt want to shift. Because my engine is still fairly new and doesnt need to see over 5200rpm, when i feel it slip when its trying to shift i let off a bit and then it shifts. AND it will Not kickdown/downshift into first gear either....so unless i stop completely and then stomp it, i cannot experience WOT first gear. The trans does shift into all gears firm and normal under light and medium throttle. shifts occur under light throttle very early 1-2 8mph, 2-3 18mph, 3-4 29mph. I have made sure geometry of the tv cable is correct and that it pulls all the way at WOT as i thought this was initially my problemso i guess to sum it up, what is causing my car to slip between gears? and why cant i hit first gear from a roll

Edit: swapped carb inplace of the tbi and have the correct tv cable arm on the carb.
also....this engine/trans is now in my 1979 nissan 280zx, rear gear ratio 3.54 i believe tire size~26"

I had an aftermarket TV cable that felt like it was at full pull, but it wasn't.
It was binding up where the connection is inside the cable.
I dropped the pan with my new stock cable and found almost the same condition untill I really yanked on it. After that it was set right and operated smoothly.
thanks for the reply guys,..SSedan i have read the contents and understand a little more about the tv system do i need a different cable? i believe its the stock one but it doesnt feel like its binding or catching and ive measured the pull and its about 1 1/8". so i would believe that means im going through all the motions of the tv.? unfortunately with the dual 2.5" exhaust and tight clearances in the trans tunnel, it is difficult to even see what the linkage on the trans is doing, and fixing/adjusting it is near impossle without tearing the exhaust and dropping the trans out. i believe i should get a vette governer and servos as 1st to second gear comes early at like 4500 but third gear doesnt come....till i let off a little 5500 or so is when i get scared because me engine is really winding out. also, part of my trans cooling lines are of rubber hose, would this effect timing of third at all? i will go look again at the lingage and give the tv cable a few tugs/cycles while the cars idleing, then reconnect and go test drive it and see if this changes something. by the way, i have never had a good/solid/strong 2-3 shift at WOT. does this mean it could be set to like 6000+ or something??, because i havent searched that far for it.

It sounds more like a TV cable adjustment or binding TV/ThrottleValve. Maybe other valves binding in ValveBody too. The Corvette Gov should raise the 1-2 shift rpm, but I don't think the Gov is the 2-3 problem. The rubber cooler hose wont affect shift timing or firmness.
