Front Brakes or Rear?

On the front (disc brakes) ... it's likely a caliper problem. Are the pads worn equally on both sides of the rotor (inboard pad / outboard pad)?

On the rear (drum brakes), look for a leaking oil seal, de-laminated friction material, and ALL brake hardware.

Bad rubber line maybe. this is common. if you can duplicate the problem. Jack it up pull the wheel and loosen the bleeder and see if it releases. If it does most likely the rubber line is collapsed. If not it could be the caliper. You can accomplish a similar test by cracking the line at the master. If it releases then your master cylinder rod may be adjusted to long.
