I've been through Atlanta many times (I75) and every time it was busy!! A couple of times it was stop and go at midnight!!

The question is ambiguous at best, as it doesnt say" which city has the worst rush hour" .
A highway goes somewhere IMHO...not just across town.

The busiest highway is indeed the 401 which runs through Toronto.

That's not to say its the most congested highway. I've heard alot of horror stories about traffic in California.

A lot of lanes keeps it moving nicely during non rush hour times.

US19 in FL. Also the most deadly HWY in the US. I drive it everyday and cross my fingers.
