Depends on how bad it is. If its just surfact rust all you need to do is remove it and use a etching primer/sealer or use a product like POR-15. If the rust has created holes you will need to cut out the rusted area and replace it thrugh welding in patch panel then to prevent it from happening again use a etching primer/sealer or a product like POR-15.
