My Holley 850 double pump has been totally rebuilt twice and it is still flooding my 454 bbc big time! Jegs says it must be the floats! They and the needles are brand new and I adjusted them like the manual says! The Holley electric blue pump is set at 5 psi! The carb is soaking the intake runners and the engine is flooded to the point of not starting at all! I want a carb that is reliable, adjustable and will fit my performance needs! My engine is a 30 over 454, 11.5 to 1 comp with a Lunati bracket master cam! It is in a 1980 Camaro turbo 400 trans with a 2500 stall and 373 rear gears! I drive it mostly to car cruise-ins but do like to blow away those pesty mustangs! I tried my sons 800 Edelbrock EPS and my problems went away, however so did my tire shredding bottom end and the engine ran a little lean too! What do you suggest?

Holley classic leak paths are shrunk gaskets and ruptured power valves. Are you using the new no-shrink blue gaskets? My hemi w/ a 950cfm 3bbl would barely run and was dumping gas all over the engine. It was shrunk cork gaskets. I put in the blue ones and problem went away, engine purs like a kitten. Have you checked the power valves (take them out and suck on the diaphragm side - should displace the valve but not suck air.)

bench test

Nice picture! I put the blue gaskets in and new power valves on the last rebuild about 2 weeks ago! The car started and idled awesome, then I went for a ride! I nail it from a stop. The car started roasting the tires and then fell on it's face and the flooding took over! I am gonna try to build a platform to set the carb on and hook up a spare fuel pump to see if I can pinpoint the problem while off the car!
