if i buy a crate motor like a 350 goodwrench and i change the cam before i run it would i have to change the lifters too??

Nope. You should be able to reuse the lifters without problems.

well it would depend on the cam, you might want better lifters depending on how many RPMs this cam will have you spinning the engine.
