engine surging until operating temp

I have a 87 gmc with a TBI 350.On startup the engine surges-------hi to low idle speeds.When engine warms up it idles just fine. Anyone have any ideas to what might be causing this?Thanx

A small vaccum leak or perhaps a faulty or dirty Idle Air Control Valve. I would lean towards the valve as normally a leak small enough to seal with metal expansion isn't large enough to cause major engine surging.

I would also check fuel pressure, 9-13 lbs!
