Explain how to build(/or modify one) a very high-compression small block---like 14:1 if possible. If not possible, then then next highest ratio---like 12, 13:1.

Don't worry about detonation, we'll use water injection for that.

Basically, i am trying to have my cake and eat it too here. And i have to post these questions as they pop into my head or i may forget them later.

The end goal is to have a truck that can tow 6000lbs with no problem---that is to reasonably keep a steady 65mph even on slight hills. AND still get 20+ mpg when unloaded.

You're going about it all wrong. Compression and towing should never be used in the same paragraph. Heavy towing should have a max SCR of about 9.0:1. Stroke it, give it good heads, use a grunt cam and enough rear gear. But NOT compression.

go on 4btswaps.com there is tons of info on there on diesels if you would like to go that route believe me it is one of those things once you get a diesel under the hood you'll never go back. there is a 04-05 chevy 1500 with a 4bd1t that my buddy owns that no bs hand calculated is getting mid 20's city and low 30 high way which i doubt youll ever see out of a full size truck with a gas engine. i had a full size 95 chevy dually with a 12 valve cummins that we swapped in and it would get me solid 18 mpg mixed driving and that truck always had my welder compressor tools 24/7 now i got a ford with a 7.3 that i will swapping a cummins into when i get some extra cash flow honestly i love them with the right tuning and understanding of gearing thay are real good alternative not only that i run 100 bio diesel for years which make my cost per mile similar to a 4cyl compact truck running gas off the pump

Diesels are in the 17:1 compression range.
If bent on a gas engine, I would consider a sbc 400. Those are sbc torque monsters if you're going to be towing.

I guess I should have been more specific. The Duramax diesels are running around 17:1 compression. The diesels need high compression for combustion. I remember back in the 80's when Olds converted their gas engines to diesels, they were turds.ain:

The terrible thing about GM's Oldsmobile gas to diesel conversion being a turd was that GM did that kind of conversion from gas to diesel before with the making of the GMC Toro-Flow V6 diesel from the gas truck V6 of about 10 years earlier. Problem for problem these two engines walked the same path as if GM learned nothing from the Toro-Flow experience.
