I've had very good luck with Rustoleum Rust Stopper. Just knock off the heavy stuff with a light paper, give it a light coat of paint, let it dry and then follow with 2 good coats letting each one flash off. Runs about $8 a can.

I bought that phosphate spray that Eastwood has. Its working great to keep the surface rust away. I live in the desert, so that helps as well.
