Could be hooked to ported vacuum. It also could have several thermo vacuum controls and such that are defective , or just blocking vacuum at the time you checked.
Post a shot of your engine. That will help.

A Ford OEM distributor is "always" connected to the ported vacuum connection on the carb. It's below the throttle plates where you should never have any noticeable vacuum. GM cars are usually full manifold vacuum - that is unless they are using an MSD distributor which specifies a ported source.
