Could use a little history, such as is it rebuilt? Do you know the basics of setting up a holley? There is a ton of info but that carb should work just fine. You must learn about the carb and be able to take it apart or get someone who can. The problem with a used carb is you never know what a person did to it before you got it. Do a google search or search this site on tuning a holley carb. Hopefully you are handy. Start with the basics, float adjustment and fuel pressure and adjusting the blades.. Take some time to educate yourself should be a great carb set up right.

About the only major physical difference between a Ford and Chevy Holley carb is the auto trans kickdown. Yeah, other subtle differences, but what you may be 'experiencing' is attaching the throttle linkage to the wrong place (lug or hole) on the side of the carb. Have someone hold the throttle pedal all the way down(or use a brick), pull the air cleaner and look down the front barrels. If they aren't fully open, you have a linkage problem (the back two wont be open). Then, as with anything rebuilt, all is NOT always OK.
