I have a 1964 Studebaker Commander that originally came with drum brakes all around. I have replace the front drums with a disc conversion kit that I found. In doing so I also put in a new master cylinder and a proportioning valve for the rear brakes.

The car has a hill holder unit in it, making bleeding the brake system a little difficult. The brakes are completely bled, however the peddle is very firm, only about an inch of travel total, and the front brakes are completely locked up. There are no residual pressure valves in the master or in line. Does anyone have any idea what the issue could be and how to solve this?
