2 GM cast 400 cranks................one is ..010-.010 and the other is .020-.020. Will there be any difference in the amount of HP the .020-.020 will be able to handle over the .010 crank? I know it's a small amount, but it has to start making a difference at some point..............correct?

NONE whatsoever. The only (unproven) drawback to larger undersizes is a possible longer heat transfer time of the thicker bearing shells. Many of the high HP. engine builders are going to small sbc journal sizes (2.0") or Honda rod sizes etc. Less bearing speeds. Modern bearings can handle the extra loads.

No difference,,,,

The only thing that might be a tick different is if the crank grinder really knew what he was doing and put a nice radius on the rod journals,, then the .020" under might be a tick stronger,,,,,, But that would be splitting hairs!!!!
