The entire vent hose needs to be higher than the full fill fuel height in the tank so that fuel slosh drains back to the tank rather than being blown out the valve.

Fuel slosh out of the valve shows that the valve may not sealing, it is intended to prevent leakage from the vent in case of a rollover. But since you haven’t rolled the Elky the valve is not going to do that because there is no weight of fuel to press the valve closed when the vehicle is standing on all four feet.
